Mysterious yellow circles appear on city's pavements - and it's part of a drastic council crackdown

A city council was forced to take drastic action with yellow spray paint after being hit with a hefty bill to jet wash away the pieces of gum

At first glance this looks like an avant-garde art display.

But workmen have used bright yellow spray paint to circle hundreds of blobs of chewing gum on a city street.

Alongside the display is a message from Chelmsford City Council in Essex which reads, "Look out, chewing gum".

The drastic action was taken after the council were forced to spend £68,000 of taxpayers’ money to jet wash away the pieces of gum in just one year.

Councillor Janette Potter, Chelmsford council’s cabinet member for waste management and recycling, said: "Discarded chewing gum is an unpleasant, unsightly form of littering which costs large amounts of time and money to clear up.

"Specialist equipment is needed to remove it.

"When it can so easily be thrown into a bin or put into a pocket wrapped in paper, there is no excuse for throwing it on the ground and by doing so.

"Offenders risk a £75 fine for littering."
