Police have resolved a hostage situation at an apartment block in Brighton, Victoria Police say.
A man has been shot dead by police in the Bay Street apartment complex shortly before 6pm.
Police have safely rescued a woman who was being held against her will in the apartment block.
Three police members have sustained non-life threatening injuries during the arrest - two have been taken to hospital and one was treated on scene.
Another man was earlier located deceased with a gunshot wound in the lobby of the serviced apartment building just after 4pm.
Police are investigating whether the incident is terrorism related.
Roads will remain closed in the area for some time while police investigate the incident.
