Police are appealing for public assistance to help locate Carlo Laiosa.
A warrant has been issued for the 49-year-old's arrest in relating to driving related matters.
Laiosa is approximately 175cm tall with a medium build, tanned complexion and brown hair and eyes.
He is known to frequent the Preston area.
Investigators have released an image of Laiosa in the hope that someone may have information on his current whereabouts.
