The Congress of Local and Regional Authorities of the Council of Europe is organising an international conference on "Multilevel Governance Approaches to Reinforce Democratic Resilience and Build Public Trust", in Chisinau, Republic of Moldova, on 29 April 2026, under the Moldovan Presidency of the Council of Europe's Committee of Ministers. The conference will be opened by Secretary General of the Moldovan Government Alexei Buzu and Congress Vice-President Andrew Boff (United Kingdom, ECR).
The objective of this event, which is a contribution to the Council of Europe's New Democratic Pact for Europe, is to showcase innovative policies for better coordination between national, regional and local authorities in addressing democratic backsliding and declining citizens' trust through multilevel governance reforms.
High-level panel discussions will frame the overarching theme of strengthening multilevel governance and inclusive participation by outlining key challenges and priorities. Participants will then engage interactive breakout groups on territorial and multilevel governance reforms, public service delivery and intermunicipal co-operation, and participation and engagement in multilevel governance frameworks. Deputy Secretary General of the Government Alexandru Iacub will present key takeaways.
