In an increasingly complex global security environment, our Army's ability to deter war and achieve Peace through Strength hinges on its ability to rapidly adapt to diverse and emerging global threats. To ensure the Army prepared for the complex and evolving battlefield of the future, the Secretary of Defense directed the Secretary of the Army to rebuild our Army, restore the warrior ethos, and reestablish deterrence. This memorandum directs the Secretary of the Army to implement a comprehensive transformation strategy, streamline its force structure, eliminate wasteful spending, reform the acquisition process, and modernize inefficient defense contracts.
