Swan Hill Rural City Council has welcomed the Victorian Government's decision to extend the freeze on the Emergency Services and Volunteers Fund (ESVF) for a further two years, delivering important financial relief for primary producers who continue to navigate increasing pressures across the agriculture sector.

The announcement, part of the 2025-26 Budget Update, confirms that farmers and growers will benefit from an ongoing pause on ESVF contributions. This continued support provides much-needed certainty at a time when rising input costs, seasonal challenges and broader economic conditions are placing strain on agricultural operations across our municipality and throughout regional Victoria.

Mayor Cr Stuart King said the announcement reflects the strong and coordinated advocacy efforts of local Council's, working alongside Rural Councils Victoria, the Municipal Association of Victoria and Regional Cities Victoria.

"We have worked collectively to highlight the financial strain being felt across regional communities. This decision clearly acknowledges the challenges faced by our local producers and the broader regional economy," Cr King said.

"We will continue our strong advocacy to ensure regional voices are heard and supported, and to pursue long-term solutions that help secure the future of our farming communities.

"While this is a welcome outcome and a significant relief for many, we know more needs to be done. We will maintain momentum in our discussions and ongoing advocacy to achieve the best possible outcomes for our community," he said. "The ESVF is a tax that disadvantages all Victorians and we will continue to fight for the tax to be removed from all ratepayers."
