The Borough of Queenscliffe is seeking Expression of Interest (EOI) to activate the P1 huts at the Point Lonsdale Lighthouse Reserve for community or other compatible uses. Below is some further information.
Objectives of the EOI
- Protect heritage significance and landscape character while enabling viable activation.
- Deliver community benefit (e.g., cultural programming, education, interpretive uses, low-impact creative industries, or public access outcomes).
- Zero net resource impact on BoQ: all hard costs, soft costs, approvals, operations, maintenance, utilities, compliance, and reporting borne by the proponent.
- Transparent and fair process with clear evaluation criteria
- Compliance with relevant legislation, heritage controls, land management requirements, and safety standards.
Scope
Future use of P1 huts within or adjacent to the Point Lonsdale Lighthouse Reserve. (note: Submissions can be for one or more huts)
In scope (examples, non-exhaustive):
- Community use (workshops, education, interpretive displays, heritage groups, arts/creative residencies, volunteer base).
- Low impact "other uses" compatible with heritage and environmental sensitivity
(e.g.,micro-gallery, marine/coastal education, lighthouse heritage support, research,
artist studio, quiet craft), community storage, etc.
- Health & wellness related activities
- Accommodation, hospitality, subject to satisfaction of applicable regulations & controls.
Out of scope:
- Any proposal that requires BoQ funding, staff input beyond governance, or subsidy.
- Modifications that compromise heritage fabric or violate planning/environmental constraints.
- High-traffic/high-noise uses inconsistent with reserve character.
Current Condition of P1 huts
The P1 huts had external works completed in 2023, which included removal of asbestos, roofing replacement, recladding and replacement of windows and doors. No recent internal improvements have been undertaken. They are currently considered class 10a buildings and works would be required to change the current class of the building. Any required works are to be completed at the cost of the tenant.
