Knox Sexual Offences & Child Abuse Investigation Team are investigating an incident in Kilsyth yesterday, Victoria Police say.
Investigators have been told a 5-year-old girl had gone for a ride around the block with her mother and two other siblings about 6.30pm.
The girl went ahead and was riding along Church Street when she saw an unknown man on the footpath.
She turned her bike around but as she was doing that, the man grabbed hold of her dress.
A female witness who was on the other side of the road shouted out to the man to leave her alone.
The man let go and walked off toward Mountain View Road and out of sight.
The man has been described as having olive skin, grey hair, a long red beard and was wearing a green top.
Detectives are hoping to speak to the unknown female that assisted the girl, she is described as having long dark hair and a ‘flowery’ top.
