Help Shape Future Of Animal Management In Horsham

If you care about cats, dogs, and the people who live alongside them, Horsham Rural City Council wants to hear from you.

The Draft Domestic Animal Management Plan (DAMP) 2026-2029 is now open for public feedback-and this is your chance to help create a safer, friendlier and more pet-positive community.

Whether you're a pet owner, animal lover, local resident, or just someone who enjoys using public spaces-you have a stake in how our community manages dogs and cats.

Our community is home to thousands of pets-and their people. From off-leash areas to barking complaints, reuniting lost pets to encouraging adoption-good animal management affects everyone.

This is your chance to make sure the rules, services and supports are working for you, your neighbours, and your furry companions.

Help us get this right-for today and for the future.

What's the DAMP all about?

The Domestic Animal Management Plan sets out how Council will manage pets across the municipality over the next four years. It includes strategies for:

  • Promoting responsible pet ownership
  • Reducing nuisance issues like roaming or barking dogs
  • Supporting animal welfare and pet rehoming
  • Ensuring public spaces are safe and welcoming for everyone

Earlier this year, Council asked the community to share their experiences and ideas-and that feedback helped shape the Draft Plan. Now, we're inviting you to take a look and tell us: Have we captured what matters most to you?
