Corangamite Shire Council is considering security cameras at Lake Bullen Merri after a wave of illegal dumping.
Manager Environment and Emergency Belinda Bennett said there had been an increase in illegal dumping of waste at North Beach in recent months.
"Not only it is unsightly, but it can be dangerous to people and wildlife," Ms Bennett said.
"North beach is a beautiful spot for people to enjoy for fishing, boating, walking the dogs and relaxing surrounded by nature.
"It's disappointing that the actions of a few are spoiling this place for the rest of the community.
"The rubbish has to be removed at ratepayers' expense.
"It's disappointing that some antisocial elements have disrespected the rest of the community who love and care for the area."
Ms Bennett called on users of the lake reserve to help protect the well-used community asset.
"The community can help us protect this special place by reporting any unusual behaviour to Council on 5593 7100."
Council and EPA investigate all instances of illegal dumping.
Penalties of up to $610,700 or seven years' imprisonment may apply to any individual found guilty of illegal dumping.
The maximum penalty for a corporation is $1.2 million.
