Moira Shire Unveils Four-Year Pet Care Plan

Moira Shire Council has officially adopted its Domestic Animal Management Plan 2025 – 2029 at the November Scheduled Council Meeting.

This plan sets the direction for how Council will manage dogs and cats in our community over the next four years. It focuses on responsible pet ownership, community safety, and supporting the wellbeing of animals and people.

Chair Administrator Dr Graeme Emonson PSM said the community played an important role in shaping the final plan.

"Thank you to everyone who took the time to share feedback during the public consultation period in September. We received many submissions, with strong support for improving pet owner accountability and increasing incentives for responsible pet ownership," Dr Emonson said.

"This plan reflects the values and priorities of our community and will help us create a safer and more supportive environment for pets, wildlife and people. With more than 4,200 registered dogs and 1,100 registered cats in Moira Shire, this plan ensures we are caring for thousands of beloved pets alongside their owners."

Following adoption of the plan, Council will focus on initiatives such as investigating a discounted microchipping scheme, introducing programs to reduce desexing costs, enhancing the Lost Pets page to help rehome animals faster, providing pet registration information in multiple languages online, and exploring potential future options like first time registration animal registrations being discounted.

Council looks forward to working with residents, pet owners, and local organisations to put the plan into action.
