New Zealand had a net migration gain of 12,400 in the September 2025 year, down from a net gain of 42,400 in the September 2024 year, according to provisional estimates released by Stats NZ today.
The net migration gain in the September 2025 year was the lowest for a September year since 2013 (excluding 2021 and 2022 during the COVID-19 pandemic).
"Net migration fell in the September 2025 year compared with the September 2024 year, due to fewer migrant arrivals and more migrant departures," international migration statistics spokesperson Bryan Downes said.
There were 138,900 migrant arrivals in the September 2025 year, down from 157,300 in the September 2024 year and similar to levels between 2015 and 2018, which averaged around 140,000 annually.
There were 126,400 migrant departures in the September 2025 year, up from 114,800 in the September 2024 year and close to the provisional record of 127,700 in the May 2025 year.

Changes in migration are typically due to a combination of factors. These include relative economic and labour market conditions between New Zealand and the rest of the world, and immigration policy in New Zealand and other countries.
Net migration gain of non-New Zealand citizens steadies
There was a provisional net migration gain of 58,800 non-New Zealand citizens in the September 2025 year.
This was up slightly from a provisional low of 56,600 in the June 2025 year and is compared with an average annual net gain of 61,300 across the September years 2015 to 2019, which was a period of relatively high migration.

The net gain of non-New Zealand citizens in the September 2025 year was down from a net gain of 87,300 the year before. The fall in net migration was largely driven by fewer migrant arrivals, although departures were also up.
The largest falls in both migrant arrivals and net migration were from citizens of India, followed by the Philippines. Citizens of these countries still recorded a net migration gain overall.
New Zealand-citizen net migration loss at record levels
The net migration loss of 46,400 New Zealand citizens in the September 2025 year was larger than the net loss of 44,800 in the September 2024 year, and just short of the provisional record loss in the May 2025 year.
The net loss of New Zealand citizens in the September 2025 year was driven by a provisional record 72,700 migrant departures, which more than offset 26,300 migrant arrivals.
Based on the latest estimates available, 58 percent of these migrant departures of New Zealand citizens went to Australia. Of those migrating to Australia, 35 percent were born outside New Zealand.

Migrants aged 18 to 30 years made up 27,900 (38 percent) of the 72,700 migrant departures of New Zealand citizens in the September 2025 year.

Diagram shows outcomes-based (provisional) estimates of migration, by citizenship (New Zealand or non-New Zealand) for the year ended September 2025. Overall, net migration is 12,400, made up of a net loss of 46,400 NZ citizens (based on 26,300 migrant arrivals, a 17 percent increase on the year ended September 2024, and 72,700 migrant departures, an 8 percent increase) and a net gain of 58,800 non-NZ citizens (based on 112,600 migrant arrivals, a 16 percent decrease on the year ended September 2024, and 53,800 migrant departures, a 13 percent increase).
