The Albanese Government is inviting everyone to have their say on the design of the News Bargaining Incentive with the release of a consultation paper.
The incentive ensures large digital platforms contribute to the sustainability of news and journalism in Australia.
It reinforces the News Media and Digital Platforms Mandatory Bargaining Code introduced in 2021. It also complements the News Media Assistance Program (News MAP), which supports public interest journalism, particularly at the regional and local levels.
The incentive is not intended to raise revenue for the Government. Instead, it encourages commercial arrangements between major digital platforms and news publishers by providing a generous deduction for eligible deals.
The incentive will apply to all large digital platforms operating significant social media or search services in Australia. The mechanism cannot be circumvented by digital platforms withdrawing news content.
The consultation paper builds on engagement with stakeholders since the incentive's announcement and provides a formal opportunity to shape its scope and operation.
The government encourages all interested parties to make a submission. Consultation closes on 19 December 2025.
