The Secretary of Defense has named Army Maj. Gen. Lance Curtis to lead the Permanent Change of Station (PCS) Joint Task Force (JTF). The new task force has the authority to decisively act and make immediate improvements to the DoD Personal Property Program.
Today the DoD terminated HomeSafe Alliance LLC (HSA), the DoD HHGs contractor, for cause due to HSA's demonstrated inability to fulfill their obligations and deliver high quality moves to Service members.
The DoD has put in place several immediate changes to address current peak season issues. Household good moves are being handled within the legacy "Tender of Service" system to ensure the ability to move personnel and their families. Additionally, those who choose to move their own household goods via the Personally Procured Moves (PPMs) process are being reimbursed at an increased, more reasonable rate.
The JTF is currently reviewing the entire PCS process to rapidly identify additional actions to better the moving experience now.
The JTF must also provide the Secretary of Defense with a strategic path forward on enduring relocation process reforms by September 2025. Additionally, the task force must suggest options for the long-term reform of its mission.
