Planning Decision Service Adds Appeals Option

Appellants and planning agents can soon submit enforcement appeals through the Planning Inspectorate's new digital service.

We are expanding the Appeal a planning decision service to include Enforcement, Enforcement Listed Building, and Lawful Development Certificate appeals.

Three local planning authorities (LPAs) - Cornwall, London Borough of Havering, and London Borough of Brent - are trialling the service for Enforcement appeals. Following this trial, we will roll out these appeal types nationally between 26 February and 9 March 2026.

Appeals following the written representations procedure will be available first. Hearing and inquiry procedures will follow in late March 2026.

What this means for appellants and planning agents

Once enforcement appeals are available in the new service, you will need to submit them through Appeal a planning decision . You will no longer be able to use the Appeals Casework Portal (ACP) for these appeal types.

The new service provides:

  • a user-friendly dashboard to track your appeals
  • automated email notifications at key stages
  • the ability to view and download documents shared by the local planning authority
  • a faster, more efficient process with reduced validation times

Appeal types now supported

The service already supports:

  • Householder (HAS)
  • Planning (S78)
  • Listed Building (S20)
  • Commercial Planning
  • Commercial Adverts and Advertisements

Information for local planning authorities

LPAs should review and update their notification letter templates to ensure applicants and interested parties receive correct information and links. We recommend completing this by the end of February 2026. See our collection: Model notification letters for local planning authorities .

All LPAs were onboarded to the 'Manage your appeals' service by 1 December 2025 as mentioned in our previous announcement . If you have difficulty accessing the service, contact customer services with your LPA details.
