Police are investigating following an incident in Melbourne CBD on 19 March.
Police responded to calls from the public about a car being driven at speed through Swanston Street in the city, on tram tracks and through tram stops, about 11am.
Police intercepted the car at the corner of Collins and Elizabeth Streets and the driver was extracted from the vehicle and arrested.
A 32-year-old Dandenong man has been released pending further enquiries.
