Recapture of inmates from William Head Institution

At approximately 8:30 p.m. on July 9, 2019 inmates Zachary Armitage and James Lee Busch were apprehended by the Victoria Police Department.

These inmates had been unlawfully at large from William Head Institution, a minimum-security federal institution, since July 7, 2019.

The Correctional Service of Canada (CSC) would like to extend a special thank you to the West Shore RCMP, the off-duty RCMP police officer who was able to identify the two inmates, and the Victoria Police for their assistance in apprehending both men.

CSC is conducting an investigation into the circumstances surrounding the incident.

Ensuring the safety and security of institutions, staff, and public remains the highest priority in the operations of the federal correctional system.
