Reforms Aim to Boost International Education Sector

The Education Legislation Amendment (Integrity and Other Measures) 2025 Bill establishes a clear pathway for government and the sector to work together to ensure a high-quality education and student experience for all students - domestic and international.

Key measures introduced under the Bill include:

  • prospective providers must first deliver courses to domestic students for two years before applying to teach overseas students
  • higher education providers will be required to seek formal authorisation from Tertiary Education Quality and Standards Authority (TEQSA) to deliver Australian higher education offshore
  • strengthening the criteria for determining whether a provider is 'fit and proper' ensuring only reputable institutions operate in the sector
  • cancelling the registration of providers that fail to deliver a course to overseas students for 12 consecutive months
  • supporting education agent transparency by increasing provider access to education agent information.

Reputable providers will benefit from the measures in the Bill that will make it harder for non-genuine actors to operate in the international education sector.

Students enrolled with an Australian provider overseas can be equally assured of the quality of their qualifications as those studying in Australia.

The Australian Government remains committed to a sustainable international education sector that grows Australia's economic prosperity, enriches communities and strengthens ties across the Indo-Pacific region.

Minister for Education, the Hon Jason Clare MP said:

"With the passing of this legislation, we now have more tools to stop unscrupulous individuals in the international education system trying to make a quick buck.

"We are helping more young Indigenous people to become the doctors our communities need.

"And this is another step in building a universal early childhood education and care system that is safe, affordable and accessible."

The Bill also includes measures to boost university places for eligible Indigenous medical students and improve information on the costs to deliver early childhood education and care services around the country, supporting evidence-based reforms.
