Hillview Planning Scheme Amendment Request

Resolved to seek Ministerial authorisation to prepare and exhibit Planning Scheme Amendment C122cola to facilitate the rezoning of land in the Farming Zone to General Residential under the Colac Otway Planning Scheme. The land is to the west of the existing 'Wyuna Estate' and has a total area of approximately 35 hectares. The amendment is a critical step toward progressing the availability of additional residential land in Colac to meet the current demand, and implements a key short term residential growth area nominated in the Colac 2050 Growth Plan.

The rezoning of the land will make progress toward opening additional residential land in Colac, which remains a priority of Council. Key features of the eventual development, based on the submitted concept development plan would see a potential yield of approximately 400 residential lots through a mix of conventional and medium density housing.

Council will continue to negotiate with the proponent concerning the provision of social housing within the rezoned area.

Draft Apollo Bay, Skenes Creek and Marengo Community Infrastructure Plan

Council endorsed the Draft Apollo Bay, Skenes Creek and Marengo Community Infrastructure Plan (CIP) to be released on exhibition following endorsement by the Great Ocean Road Coast and Parks Authority (GORCAPA) board, which will consider the draft plan at its upcoming meeting in early June. Council has collaborated with the Authority to develop the draft plan.

The Draft Community Infrastructure Plan plan presents a long-term vision for improvement to public spaces within Apollo Bay, Skenes Creek and Marengo over the next 20-30 years. It includes concept plans for infrastructure improvements in foreshore areas as well as public areas managed by Council, including streetscape improvements to Great Ocean Road and Pascoe Street in the commercial centre of Apollo Bay, and improved traffic management and parking, including revised parking for buses.

The draft plan will be released for exhibition following endorsement by GORCAPA. Council will be writing to all owners and occupiers of land in the three townships when this occurs, inviting written submissions. It is planned to hold two community information sessions in late June.

Asset Management Policy

Council endorsed the Draft Asset Management Policy to go on exhibition for community feedback for a period of six weeks. Council have undertaken a review of the Asset Management Policy, which was adopted in July 2018.

The Asset Management Policy is a high-level document that describes how Council intend to approach asset management within the organisation.

Quarterly Performance Report January to March 2022

Council noted the Quarterly Performance Report for the third quarter 2021-22 for the period January to March 2022

The Quarterly Performance Report provides Council with a progress report and includes an introduction, CEO Report, Annual Plan Progress Report (including the Health and Wellbeing Plan), Planning and Building Performance Report, Capital Works and Major Initiatives Performance Report and Budget Report 31 March 2022.

Lavers Hill Pool Funding Agreement – Supplementary Report

Council agreed to a new funding agreement with the Lavers Hill K-12 College for its indoor pool to support its continued operation and ensure ongoing school and community use of the facility.

A one-off payment of $20,000 to the Lavers Hill K-12 College was approved for the 2022-23 year in recognition of the community health and wellbeing outcomes.

As a part of the agreement, the Lavers Hill K-12 College will obtain an annual audit to ensure the facility is operating within Royal Life Saving Australia Guidelines and provide an action plan to achieve compliance of those guidelines.

This will be a five-year agreement from 1 July 2023, subject to compliance against the audit being achieved in the 2022-23 financial year.
