05/10/2022 - Following a request received from Prime Minister Denys Shmyhal to start the process of accession of Ukraine to the OECD, the OECD Council has decided to recognise Ukraine as a prospective Member country.
Before considering the opening of accession discussions and the preparation of a draft roadmap on accession, the OECD Council has asked me to engage in an initial accession dialogue with Ukraine.
This initial accession dialogue will be designed to build on the growing engagement and cooperation between the OECD and Ukraine since 1991 and to increase adherence to OECD standards and participation in OECD bodies, with a particular focus on meeting the requirements highlighted in our 2017 Framework for the Consideration of Prospective Members.
Following the conclusion of this initial accession dialogue, the OECD Council will then consider the opening of accession discussions and the preparation of a draft accession roadmap.
We are looking forward to continue our work with the Government of Ukraine, building on our existing work together in support of its National Recovery Plan, including by moving the new OECD-Ukraine Liaison office to Kyiv as soon as possible and through the development of an updated OECD-Ukraine Action Plan to support recovery, reconstruction and reform.
