Statewide Meeting Code to Impact Wagga Wagga Council

At its Monday 27 October 2025 Ordinary Meeting, Council endorsed the draft Code of Meeting Practice to go on public exhibition.

The draft Code has been updated to align with the 2025 Model Code of Meeting Practice for local councils in NSW, released by the Office of Local Government in August 2025.

The new model code introduces changes to meeting procedures, livestreaming requirements, Councillor attendance by audio-visual link and updated rules for debate, conduct, and public forums.

Manager Corporate Governance & Performance David Galloway said the changes will affect the way Council Meetings are run.

"Currently, Council meets at fortnightly workshops to discuss items that are being brought to Council Meetings, this gives Councillors the opportunity to ask the staff questions and gain clarity on the items before the meeting," Mr Galloway said.

"Councillors also have the opportunity during a pre-Council Meeting gathering to gain clarity on items prior to the meeting starting.

"Under the 2025 Model Code of Meeting Practice for local councils in NSW these conversations will now be required to take place during the Council Meeting proper which can be viewed by the public either in person or via the livestream."

In addition to the changes to the meeting procedures and livestreaming, Councillors will be restricted in regard to attending meetings via audio-visual link.

"Currently Councillors can attend Council Meetings remotely whenever required, under the new Code, they will only be able to attend by audio-visual link in cases of ill-health, medical conditions, or unforeseen caring responsibilities," David Galloway said.

The draft Code of Meeting Practice is on public exhibition until Tuesday 25 November 2025, with public submissions invited until 9 December 2025.

Following the exhibition period, a further report will be presented to Council addressing all submissions received and recommending the final Code for adoption before 31 December 2025.
