Summary of Council’s 28 June 2021 Ordinary Meeting

Funding for two local projects

Council has been successful in sourcing a total of $119,000 in funding through Transport for NSW for two initiatives. The funding was formally accepted by Council with the projects due for completion next financial year. The two projects are:

  • Active Travel to School Program. The $29,000 in funding will attempt to gain an understanding of the barriers that may prevent active travel by students and the development of initiatives that could promote higher active travels in the Wagga Wagga community.
  • The Coolamon Road Fatal Crash Response – Houlaghans Bridge Works. The $90,000 in funding will include tree removal and disposal, renewed line marking and associated traffic control costs.

Central Wagga Wagga DA approved

Council resolved to approve a Best Street Development Application following a review of development consent.

Consent has been granted for alterations and additions to the dwelling, and also approval for a proposed garage/workshop building.

RiFL sub-division approved

Council has approved a Development Application (DA21/0086) for a 15-lot subdivision at the Riverina Intermodal Freight and Logistics Hub at Bomen, subject to the conditions.

Secondary dwellings in rural zones

A Department of Planning, Industry and Environment offer to Council to “opt-in” to Local Environment Plan (LEP) provisions which re-establish controls for secondary dwellings in rural zones has been accepted by Council.

With Department changes implemented in December 2020, the Wagga Wagga LEP did not contain development standards for secondary dwellings in rural zones.

The standard LEP clause reflects Council’s previous position and re-establishes consistency with other zones in the Wagga LEP 2010.

Electrical works at cycling complex

Council will enter into a Crown Land Licence to facilitate electrical transmission works associated with the Pomingalarna Multi-Sport Cycling Complex.

As a component of the project, Council’s contractor is required to construct new electrical transmission lines into the facility. These works require landowners’ consent and the establishment of electrical easements.

Boatshed licence agreement

Council has supported a report which provides for a community licence agreement with Bidgee Dragons Wagga Wagga Incorporated, following boundary adjustment of lands, to accommodate the construction of a boatshed at Nelson Drive, Lake Albert.

Laneway upgrade program

Council has agreed to include the renewal of the wearing course on Biroomba Lane, between Edward Street and Morgan Street, in the 2021/22 resealing program.

Council received a petition in May from 28 signatories requesting that high priority be given to resurfacing the rear laneway that services properties between Edward Street and Morgan Street.

Council also noted the action in the 2021 Operational Plan to develop a laneway upgrade program for Central Wagga Wagga.

Recovery of rates and charges

Council has agreed to look at its options available to recover outstanding rates and charges on balances in excess of five years.

Staff will continue to discuss and negotiate with property holders with the aim to arrange an acceptable payment plan. If an acceptable plan cannot be achieved, Council will move to sell three properties to recover unpaid rates, annual charges, interest and extra charges.

The amount outstanding on these properties is $11,083.68. The total property rates outstanding greater than five years as at 8 June 2021 is $126,063.25.

Fee waiver approved

A $300 fee waiver request for the hire of the Art Gallery was agreed to for the ACON event in April as part of the FRESH program.

RP-9 SECTION 356 REQUESTS FOR FINANCIAL ASSISTANCE

Documents adopted after exhibition

Three important documents have been adopted by Council. The following documents were placed on public exhibition for 28 days in April and May and will now be implemented in the 2021/22 financial year.

  • Combined Delivery Program and Operational Plan 2021/22 (DPOP)
  • Fees and Charges for the financial year 2021/22
  • Long-Term Financial Plan 2021/22 (LTFP)

RP-10 INTEGRATED PLANNING AND REPORTING -ADOPTION OF DOCUMENTS

Tree maintenance services

Five businesses will be offered contracts for the provision of tree maintenance services for the next two years following a recent Request for Tender process.

Those businesses are: Andrew Hamilton Tree Services, Summit Open Space Service, Kendall Tree Maintenance, On The Mark Tree Service and Quinn’s Tree Care.

Treatment plants services contract

Council has resolved to not enter into an agreement with Downer Australia Pty Ltd for a five-year contract extension of the Design Build Operate Contract for provision of services at three sewage treatment plants in the city.

Over the next 12 months Council will review the operations and maintenance requirements for the facilities.

Property approved for sale

Approval has been given for the sale of the Council-owned property at 34 Johnston Street to proceed.

Call for interest on Council leases

Councillors have endorsed seeking Expressions of Interest for the future leasing of three Council-owned sites.

Council will move forward in seeking EOIs for two commercial tenancies located within the Bolton Park precinct and also the Wiradjuri Golf Centre.
