Ukraine Faces Renewed Winter Energy Security Risks

The IEA published new analysis today on safeguarding Ukraine's energy security through the coming winter, highlighting vulnerabilities as Russian attacks on energy infrastructure grow in scale and sophistication. The report recommends key steps to ensure reliable access to electricity and heating as temperatures fall.

The analysis provides an update on the latest developments affecting Ukrainian energy security through October 2025 and proposes actions that Ukraine and its partners could take now to both mitigate risks this winter and bolster longer-term energy resilience. The new report draws on findings from the most recent IEA visit to Kyiv earlier in October and builds on earlier IEA work on Ukraine's energy security published in September 2024.

The actions proposed in the new analysis include strengthening physical defences around energy infrastructure; improving equipment supply chains to speed up repairs; further increasing and decentralising the country's power supply; continuing to optimise electricity connections with Europe; considering methods to expand the volumes of natural gas stored domestically; diversifying gas imports; and preparing backup options for winter heating. In all cases, it notes that cooperation with Ukraine's partners will remain essential.

Ukraine joined the IEA Family as an Association country in 2022, following many years of cooperation on energy issues. Recent collaboration has focused on common priorities such as energy system reconstruction, energy security (including through efficient use of decentralised energy resources), and the integration of clean energy technologies - complementing activities carried out via the EU4Energy Programme.

Over the past three years, the IEA has hosted seven workshops with Ukrainian energy system stakeholders, including four in Kyiv. These events have covered topics such as power system resilience, the role of distributed energy resources in increasing energy security, and energy modelling.
