2nd Annual Buy Local Plan Compliance Report

Buy Local Industry Advocate

The second Annual Report of the NT Buy Local Industry Advocate, Mr Denys Stedman, was published today.

Under his Terms of reference Mr Stedman is required to publish an Annual Report commenting on the effectiveness of the Buy Local Plan and the delivery of Value For Territory.

One of the roles of the Buy Local Industry Advocate is to act as an independent link between local business and the NT Government, and the publishing of his Annual Report is an important way of reporting his observations and recommendations in respect to government procurement.

Mr Stedman's report is widely regarded as an independent assessment of the NT Government's progress in delivering on its commitments contained in the Buy Local Plan and also in measuring the effectiveness of the procurement framework.

Major points to note from Mr Stedman's report are as follows:

  • Mr Stedman believes the Buy Local Plan has had a positive effect in increasing NT Government spending with Territory Enterprises over the last 12 months;
  • Mr Stedman has concluded that while there has been some improvement over the last 12 months, that the delivery of optimal Value For Territory outcomes through the procurement process remains inconsistent;
  • Mr Stedman has suggested a number of opportunities for improvement which he considers needs attention by the NT Government to maximise and enable the effectiveness of the Buy Local Plan to be measured, and optimal Value For Territory to be delivered into the future.
