5 Essential Documents produced by G20 Employment Presidency

Indonesia's G20 Presidency in the field of employment concluded the G20 Labor and Employment Ministers Meeting (LEMM). The meeting which was attended by the G20 Ministers of Manpower resulted in 5 essential documents.

"Thank God, the G20 LEMM was well organized and the entire agendas went well as expected," the Minister of Manpower, Ida Fauziyah said after concluding the G20 LEMM in Badung, Bali, Wednesday (14/9/2022).

The five documents are

First, the Action Plan on Accelerating and Monitoring the G20 Principles for the Labor Market Integration of Persons with Disabilities. This document contains the members' agreement in accelerating groups of persons with disabilities entering the inclusive labor market.

"In addition, monitoring the implementation and integration of persons with disabilities into the labor market should be based on a list of indicators, that will be analyzed and submitted by the ILO and OECD, reported every 4 years," Minister of Manpower explained.

Second, The G20 Policy Recommendations for Sustainable Growth and Productivity in Human Capacity Development through Strengthening Community-Based Vocational Training (CBVT), an agreement to increase human resources capacity and productivity by implementing life-long learning, which pays attention to local needs and inclusive community participation, through Community-Based Vocational Training.

"For an important note, CBVT as the Komunitas BLK's flagship program which we introduced to the world, offers an inclusive and sustainable vocational training approach," she said.

Third, the Policy Recommendation on Promoting Entrepreneurship and Supporting MSMEs as a Job Creation Instrument, which contains the members' agreement to commit in bolstering the inclusive and sustainable employment opportunities, through development and support for the entrepreneurship and MSME programs. This as one step of the instruments for expanding job opportunities and economic recovery.

Fourth, the G20 Policy Principles on Adapting Labor Protection for More Effective Protection and Increased Resilience for All Workers. This document contains the members' agreement to grant adaptive labor protection for all workers in respons to the world of work changes by taking into account the three main determinants, namely the scope of labor protection, the level of protection, and the level of compliance. Moreover, it also encourages the inclusive and comprehensive Occupational Safety and Health (K3) policies, and engages with stakeholders such as workers, trade unions, employers, employers' organizations, other organizations, and communities in social dialogue, both locally and nationally," she continued.

Fifth, Update of the G20 Skills Strategy. This document contains the members' agreement in developing integrated governance. So that it can ensure every citizen gets a decent basic education, and access to continuous skill improvement which relevant to the labor market changes, including through community-based vocational training.

"These documents, which are expected to be guidelines for considering labor policy making, are definitely applicable not only for G20 countries, but also developing countries," she said.

The Minister of Manpower said, as the G20 LEMM chair, she have heard a lot of feedbacks and views during the G20 LEMM, related to global labor market conditions which still face challenges and uncertainty in the post-pandemic era.

"The forum is also committed to encourage acceleration efforts in achieving Antalya's target of youth participation in the labor market and Brisbane's target of women's participation in the labor market by 2025," Minister of Manpower said.

The Minister of Manpower added in addition to the five documents, there were Joint Statements L20 and B20 which received appreciation from the Ministers, Head of Delegations, and International Organizations.

"They appreciate the commitment of both social partners in establishing harmonious industrial relations, and mainstreaming social dialogue to encounter future employment challenges," Minister of Manpower concluded.
