Advancing Digitalization In Sao Tome And Principe

A needs assessment mission took place in Sao Tome and Principe (4-8 May) to support the country's efforts to advance port digitalization through the development of a Maritime Single Window (MSW) system in the Port of Sao Tome.

The mission assessed existing port procedures, information flows and institutional frameworks, while laying the groundwork for the implementation of the MSW system.

The Maritime Single Window is a centralized digital platform designed to collect and exchange information with ships when they call at ports. This streamlines procedures to clear the arrival, stay and departure of ships and greatly enhance the efficiency of shipping worldwide. It has been mandatory for all IMO Member States since 2024.  

The needs assessment mission was carried out by IMO in collaboration with the Maritime and Port Institute of São Tomé and Príncipe (IMAP-STP), the Port Administration, relevant Ministries and Public Agencies including customs and border agencies, Port Health Service, the Border Police and Immigration Service, as well as private-sector stakeholders such as shipping lines, agents, and terminal operators. The mission concluded with a meeting with the Maritime and Port Administrations to review and validate the findings. 

Supporting digital transformation

A comprehensive mission report will be produced after the mission, outlining a roadmap for the development of the MSW in Sao Tome and Principe. The report will present key findings, analytical insights and practical recommendations for the deployment of the MSW, aligned with IMO principles and guidance, as well as the development of supporting digital tools. 

The report supports stakeholder mapping and provides clear directions to ensure the efficient and successful implementation of the MSW. 

This activity was delivered through IMO's Integrated Technical Cooperation Programme (ITCP) in close collaboration with the Maritime and Port Institute of São Tomé and Príncipe (IMAP-STP).
