Africa-Australia Climate Ties Bolstered by New Appointments

ACIAR continues to strengthen its footprint across Africa with the appointment of two senior Initiative Managers under the Africa-Australia Partnership for Climate Responsive Agriculture, signalling renewed collaboration between Australia-Africa on food security, climate resilience and research-driven capacity development.

Ms Leila Khaoua (based in Rabat, Morocco) and Mr Wekem Raymond Avatim (based in Accra, Ghana) will support the development of research projects that address the program's priorities of food security, climate resilience and research-driven capacity development across Africa.

Their appointments strengthen ACIAR's ability to develop and foster partnerships and relationships in northern and western Africa.

The Africa-Australia Partnership demonstrates Australia's ongoing commitment to collaborative, locally driven solutions to climate and food system challenges in Africa.

Ms Leila Khaoua (based in Rabat, Morocco)

Ms Khaoua brings more than a decade of experience across program management, policy analysis, monitoring, evaluation and learning, and high-level stakeholder engagement.

Prior to joining ACIAR, she worked with international donors and organisations, including USAID and the British Embassy in Morocco, managing complex portfolios spanning education, governance, justice reform and research-based advocacy.

Ms Khaoua's background in both donor operations and evidence-based programming enables her to navigate the intersection of research, policy and diplomacy, a crucial area for climate-resilient agriculture.

'ACIAR's model, supporting locally relevant research, strengthening institutional capacities and building long-term scientific collaboration, aligns closely with my professional values,' said Ms Khaoua. 'This is how meaningful and sustainable development impact is achieved.'

Mr Wekem Avatim (based in Accra, Ghana)

In Ghana, Mr Avatim brings over 20 years of leadership in climate-smart agriculture, food systems reform and rural resilience across West Africa.

His career includes key USAID-funded projects, where he has led policy reforms, developed agricultural insurance systems, improved fertiliser market analysis and designed large nutrition-focused agricultural programs.

Known for his ability to translate policy into practical outcomes for farmers and communities, Mr Avatim is widely recognised for building coalitions that deliver systemic change.

'I am committed to fostering partnerships that drive climate-smart solutions, ensuring resilient food systems and sustainable livelihoods for communities across Africa,' said Mr Avatim.

Their appointments are part of Australia's investment in the Africa-Australia Partnership and highlight the value of trusted relationships between researchers, governments, the private sector, universities and Australian embassies to create lasting impact where it is needed most.
