Allens Advises Plenary on Christchurch Prison PPP

Allens, together with Simpson Grierson, has advised Plenary Group on the successful close of the Christchurch Men's Prison public-private partnership (PPP) in New Zealand.

The project marks the first PPP to reach financial close in New Zealand following the reintroduction of the PPP model, representing a significant milestone for the country's infrastructure market and demonstrating renewed momentum for privately financed infrastructure projects.

Partner David Donnelly said: 'We are pleased to have supported Plenary Group on this landmark transaction, which represents an important step in the return of the PPP model in New Zealand and highlights the continued role of private sector investment in delivering critical public infrastructure.'

The transaction builds on Allens' strong track record advising on custodial infrastructure, including the equity sale of Ravenhall Correctional Centre and the Fulham Prison expansion. It also reflects the growing momentum behind PPPs and privately financed infrastructure across Australia and New Zealand, where Allens has extensive experience advising sponsors, financiers and governments on complex infrastructure projects.
