There were 33,879 new homes consented in Aotearoa New Zealand in the year ended July 2025, down 0.1 percent compared with the year ended July 2024, according to figures released by Stats NZ today.
Stand-alone house consents rose 1.7 percent in the year ended July 2025, while multi-unit home consents were down overall. Within multi-units, the number of apartments consented increased while the number of townhouses and retirement village units consented decreased.
"Apartment consents rose in both monthly and annual terms this July," economic indicators spokesperson Michelle Feyen said.
Of the multi-unit homes consented in the year ended July 2025 compared with the year ended July 2024, there were:
- 14,441 townhouses, flats, and units (down 3.4 percent)
- 2,270 apartments (up 26 percent)
- 1,483 retirement village units (down 16 percent).
The number of stand-alone house consents was 15,685 in the year ended July 2025.

Regional results
In the year ended July 2025, Auckland drove much of the annual apartment growth, with 1,496 apartments consented, up 57 percent from the year before.
"After a steep drop in apartment consents last year, we're now seeing growth led by Auckland," Feyen said.
Total dwelling consents in Auckland were 14,347 (up 5.0 percent) in the year ended July 2025 compared with the year ended July 2024.
Other regions mostly recorded falls in total dwelling consents:
- Canterbury with 6,586 (down 2.6 percent)
- Waikato with 2,807 (down 7.1 percent)
- Wellington with 1,962 (down 7.4 percent)
- Otago with 2,433 (up 15 percent).
Monthly results
In July 2025, 3,252 new homes were consented, down 3.0 percent from July 2024. This included:
- 1,512 stand-alone houses (down 10 percent)
- 135 retirement village units (down 42 percent)
- 1,413 townhouses, flats, and units (up 6.0 percent)
- 192 apartments (up 92 percent).
The number of new apartments consented can fluctuate from month to month due to large projects.
In seasonally adjusted terms, the number of new homes consented in July 2025 rose 5.4 percent compared with June 2025. This follows a seasonally adjusted fall of 6.0 percent in June 2025.
