Census Approach Decision Paper Released

The report provided to the Government Statistician for the purpose of making an in-principle decision on how the next census is delivered.

Under section 16 of the Data and Statistics Act 2022, it is the Government Statistician's responsibility to decide how statistics are produced. This includes how to deliver the census (also known as the "manner of taking").

This paper sought the Government Statistician's in-principle decision on the manner of taking the next census, through the introduction of an administrative data-first approach.

It includes the advice provided to the Government Statistician to do this, and the Government Statistician's in-principle decision itself.

The following documents are appendices to the decision paper.

  • Appendix 1 includes an assessment of the two options against key criteria.
  • Appendix 2 summarises Stats NZ's approach to iwi and Māori engagement.
