Greater Shepparton City Council has welcomed today's announcement that the proposed Central North Renewable Energy Zone (REZ) will not be declared, describing it as a significant outcome achieved through strong and united advocacy from Council, the Dookie community, local landholders and residents.
The proposed Central North REZ included parts of Greater Shepparton, including Dookie, Pine Lodge and Cosgrove. Following sustained community feedback and advocacy, the Victorian Government has confirmed the zone will not proceed to declaration.
Deputy Mayor, Councillor Geoff Akers, said the announcement was a major win for the community following months of determined advocacy.
"Today is a great day for Dookie, our farming communities and everyone who stood up and made their voice heard," he said.
"This outcome is the result of a united community and a Council that backed its residents every step of the way. People took the time to attend meetings, make submissions and speak up for the future of their region, and today they have been heard.
"It shows that when communities come together with a clear message, they can influence decisions that affect their future."
Council commissioned an independent review by Sequana in late 2025, which highlighted concerns about the inclusion of highly productive agricultural land within the proposed REZ boundaries. The review was informed by extensive community and stakeholder engagement, with many landholders raising concerns about impacts on farming operations, food production and landscape values.
Cr Akers said Council had consistently called for greater transparency, meaningful engagement and stronger consideration of the region's highly productive agricultural land.
"Council's position has been consistent from day one. We called for genuine consultation, greater transparency and recognition of the value of our highly productive agricultural land," he said.
"We have always maintained that decisions affecting our region must be informed by local knowledge and shaped by the people who live and work here. The Dookie community has shown remarkable leadership throughout this process, and today's announcement is recognition of the strength of that collective voice."
Council's Chief Executive Officer, Fiona Le Gassick, said the announcement carried added significance, with Council in Melbourne today meeting with government representatives at Parliament House.
"It is particularly pleasing to be at Parliament House when this important announcement for our region has been made," she said.
"This outcome is a win for the region, demonstrating the value of strong partnerships between communities and local government. By working together and presenting a united position, we have helped achieve a positive result for Greater Shepparton and our agricultural sector.
"Council will continue to advocate strongly for the interests of our residents and ensure local voices remain at the centre of any future discussions."
