
Leeton Shire Council has endorsed key recommendations from its Financial Sustainability Advisory Committee (FSAC), aimed at ensuring long-term financial sustainability, transparency, and fairness in Council decision-making.
At its October Ordinary Meeting, Council considered the FSAC's recommendations from meetings held on 11 October (Road Grants) and 21 October 2025 (Fees and Charges). These meetings brought together community representatives, Councillors and Council staff to provide evidence-based advice to Council.
The FSAC recommended that Council pursue a "soft advocacy" approach to securing a fairer share of road grants due to Leeton facing significant challenges in maintaining its road network, such as heavy freight, unique engineering issues, and rising costs for materials and services. This approach would see Council initiate constructive engagement and potential on-site meetings with the NSW Local Government Grants Commission (LGGC). Council has authorised the General Manager, in consultation with the Mayor, to commence this advocacy.
The committee also recommended a structured review of non-regulated fees and charges using a Long-Run Marginal Cost (LRMC) approach to identify the true cost of providing services. This review will ensure transparency by clearly identifying and communicating any subsidies, such as through Council's Revenue Policy or on receipts, and by developing a standard overhead allocation model for accurate costing across all departments. Council will consider applying the LRMC methodology for 2026/27 during the upcoming budget process in February/March 2026.
General Manager Jackie Kruger said the FSAC's work continues to support Council's commitment to open and responsible financial management.

The FSAC was established to strengthen community confidence in Council's financial management and support robust, transparent decision-making. Council's adoption of these recommendations reflects its ongoing commitment to fairness, accountability, and sustainable service delivery for the Leeton community. The next meeting is scheduled for 4 November 2025.
