The talks, held on 2 April 2026, focused on the state of co-operation between the CPT and the Azerbaijani authorities, with particular attention to the implementation of the CPT's long-standing recommendations concerning law enforcement agencies, as well as prisons and psychiatric establishments. Reference was made to the findings of the CPT's September/October 2025 periodic visit, which were transmitted to the authorities in mid-March 2026.
The CPT delegation met with Vilayat Eyvazov, Minister of Internal Affairs, Toghrul Huseynov, Deputy Minister of Justice, and Nadir Zeynalov, Deputy Minister of Health. Senior officials from the respective ministries also participated in the meetings.
The CPT was represented by Alan Mitchell (President of the CPT) and Victor Zaharia (member of the CPT in respect of Moldova), accompanied by Therese Rytter (former 2nd Vice-President of the CPT, Head of the delegation which carried out the Committee's 2025 periodic visit to Azerbaijan) and Borys Wódz (Head of Division at the CPT's Secretariat).
