The future redevelopment of The Wesley has taken a major step forward, with Horsham Rural City Council formally approving the acquisition of the historic Horsham building.
At its meeting on Monday 28 September, Council adopted recommendations to acquire The Wesley at 17A Roberts Avenue from Wesley Performing Arts and Cultural Centre Incorporated.
The decision represented the latest milestone in a collaborative project that has been a priority of the current Council and the Wesley Committee, with the acquisition providing Council with ownership and control of the building and enabling the planned redevelopment to proceed.
Council had previously committed $2.28 million towards the project through the 2026-27 Budget, while the Wesley Committee raised a further $423,667 for the redevelopment, bringing combined project funding to $2.7 million.
Mayor Cr Brian Klowss said the decision was an important step towards ensuring The Wesley remained a valued community asset for future generations.
"The Wesley holds a special place in the hearts of many people across our community. Generations of residents have walked through its doors to attend performances, celebrations, meetings and community events," Cr Klowss said.
"Council's decision recognised both the building's significance and the tremendous work undertaken by the Wesley Committee, its volunteers and supporters to preserve it and secure its future."
Cr Klowss said the project reflected what could be achieved when a community and Council worked together towards a shared goal.
"This redevelopment has only reached this point because of the dedication and determination shown by the Committee over many years. Their fundraising efforts and commitment to The Wesley have been extraordinary and laid the foundation for this next chapter."
"Council was proud to work with the Committee to help bring this vision to life and ensure this much-loved building continues to serve our community for years to come."
The acquisition follows a series of Council resolutions supporting the redevelopment project, including the allocation of $2.28 million in Council funding, which was first endorsed in November 2025 and confirmed through the adoption of the 2026-27 Budget in June this year.
As part of the acquisition, Council acknowledged a range of ongoing responsibilities associated with the property, including existing obligations relating to its condition, future use, recognised features, donor recognition and the continued use of The Wesley name.
Cr Klowss said the decision was about more than restoring a building.
"Projects like this are about protecting the places that help tell our community's story," he said.
"The Wesley has played an important role in Horsham's cultural and community life for many decades, and this investment will help ensure it continues to be a place where people come together, connect and create lasting memories."
The transfer of the property is expected to be finalised in coming days through the execution of a contract of sale.
The next stage of the project will be the consideration of a construction contract, with tenders currently open, and a recommendation expected to be presented to Council at its November meeting.
