Creating Strengthened Government Accountability

NT Government

Today, the Independent Commissioner Against Corruption Amendment Bill 2023 has passed the Northern Territory Parliament.

The Territory Labor Government is the government who established the ICAC to ensure confidence in government accountability.

The Bill was extensively consulted through the release of a discussion paper, community consultation sessions across the Territory and an exposure draft.

What this government heard, through consultation, is that the Bill needed to ensure the ICAC has sufficient powers in line with modern practice to meet public expectations, whilst ensuring that the rights of individuals are protected.

The Bill clarifies the intention for the ICAC to investigate matters of the most serious, systemic and sensitive improper conduct. Importantly it also increases reporting and protects whistleblowers and witnesses, and strengthens the Journalist Shield law.

Quotes attributable to Chief Minister, Natasha Fyles:

"Today, the Territory Government has strengthened the powers of the ICAC. Making sure there are clear boundaries for the ICAC to conduct their work and protect the interest of whistleblowers.

"The Bill tightens existing provisions regarding the suitability of officers under the Act, particularly regarding political affiliation. The political affiliation bar is to be lifted from five to 10 years.

"Changes made today ensure that the most serious, systemic and sensitive improper conduct is investigated and give the public confidence in government."
