Today, the European Commission endorsed a positive preliminary assessment of Czechia's 4th payment request for €1.83 billion under the Recovery and Resilience Facility , the centrepiece of NextGenerationEU.
The Commission has preliminarily concluded that Czechia has satisfactorily completed the 32 milestones and 26 targets set out in the Council Implementing Decision for the 6th instalment.
The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Czechia – notably in the areas of energy generation, savings and storage, clean mobility, water management, digitalisation, justice and health.
The measures linked to this payment request focus on the development of renewable energies, including with the upgrade of installations, electricity storage, consumption and production management and grid connections. This will be achieved thanks to legislative reforms simplifying licensing and permitting. The funds disbursed by the Commission would also finance 21 projects to build up new health facilities, renovate existing ones and buy state-of-the-art equipment to improve the capacity and quality of rehabilitation care for patients with critical conditions.
Next steps
The Commission has now sent its preliminary assessment of Czechia's fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC). The payment to Czechia can only take place following the EFC's opinion, and the adoption of a payment decision by the Commission.
Background
The Czech recovery and resilience plan includes a wide range of investment and reform measures. The plan will be financed by €8.4 billion in grants and €448 million in loans.
This payment request will bring the funds paid out to Czechia under the RRF to €6 billion (including the €915 million in pre-financing it received in September 2021 and the €147 million pre-payment under REPowerEU it received on 21 December 2023), which correspond to 67% of all the funds in the Czech plan, with 56% of all the milestones and targets in the plan fulfilled.
