Nunawading Highway Patrol members were left shaking their heads in Mount Waverley today, Victoria Police say.
Police members were patrolling Monash Freeway when they were flagged down by a truck driver about 12.30pm.
The truckie alerted them to a vehicle travelling along the freeway, the male driver appeared to be masturbating.
Police located the vehicle in traffic and spoke to the driver who made full admissions.
The 28-year-old Carrum Downs man was issued with a penalty notice for failing to have full control of a motor vehicle and offensive behaviour in public.
