Officers were speaking to the driver when a man driving a white Ford Ranger drove past and verbally abused the driver.
Police then intercepted the white Ford Ranger and the 29-year-old man also returned a positive drug test.
Both Colac men were taken back to a police station where they provided a further oral fluid test.
Police will await the results of the tests and the investigation is ongoing.
