Council has developed a draft Voluntary Planning Agreements Policy to provide a clear, consistent framework for negotiating and managing planning agreements amid increasing requests from developers. Guided by legislative requirements, the policy sets high-level principles to ensure agreements are voluntary, transparent, equitable, and deliver genuine public benefit without compromising planning integrity. It aims to support good governance while allowing flexibility for more detailed procedures in future. If endorsed, the policy will be publicly exhibited for 28 days before being finalised.
