Spain has suggested that the European Union shuts down all ports to Russia's ships, Foreign Minister Jose Manuel Albares said on Monday.
Transport Minister Raquel Sánchez also said the Spanish Government has sent the proposal to Brussels for unanimous and coordinated action by the European Union.
The UK is also considering imposing a ban on Russian ships at its ports after it emerged that a Kremlin-owned tanker was set to dock at Orkney later this week.
The measure will ban all types of access and refuelling to private yachts, tankers and cargo vessels.
