The Essential Services Commission has taken action against two Victorian Energy Upgrades (VEU) accredited businesses for allegedly breaching the program rules.
The VEU program is an energy efficiency program, designed to help Victorians cut their energy bills by supporting households and businesses to use energy more efficiently. Accredited businesses undertake energy efficiency upgrades that entitle them to create Victorian energy efficiency certificates, which they can then sell.
Vision Environmental Solutions
The commission has placed a six-month restriction on Vision Environmental Solutions Pty Ltd's VEU accreditation.
It alleges Vision Environmental Solutions and contractors working on its behalf made false claims about weather sealing and shower rose upgrades. This included claiming upgrades that did not occur and exaggerating the number of upgrades it completed by:
- providing false customer details
- submitting photos of different properties and with manipulated geo-tags as evidence of upgrades.
This is the third enforcement action resulting from the commission's fraud taskforce – a newly established unit focussed on stamping out fraudulent activity in high-volume, low-cost energy efficiency upgrades.
Vision Environmental Solutions is banned from creating certificates for weather sealing and shower upgrades for six months.
The commission also refused registration of 2,510 Victorian energy efficient certificates, valued at over $200,000.*
Green Energy Trading
The commission has placed a three-month restriction on Green Energy Trading Pty Ltd's VEU accreditation.
It alleges Green Energy Trading and contractors working on its behalf failed to obtain consumer consent for multiple non-building-based lighting upgrades.
Green Energy Trading is banned from creating certificates for non-building-based lighting upgrades for three months.
The commission also refused registration and ordered the surrender of 15,881 Victorian energy efficient certificates and accepted the withdrawal of a further 1,116 certificates, valued at over $1.3 million.*
As VEU accredited businesses, Green Energy Trading and Vision must ensure their contractors and the certificates they create comply with VEU program rules.
