Gov't Fast-Tracks EPBC Reform, Business Council Cheers

Business Council of Australia

The Business Council welcomes the Albanese Government's decision to fast-track needed EPBC reforms, which will help boost investment and productivity, while protecting the environment.

BCA Chief Executive Bran Black said the reform must be done in the right way to deliver more housing, renewable energy, technology infrastructure and critical minerals projects.

"If we're serious about delivering the energy transition, increasing housing supply, technology infrastructure and unlocking growth sectors like critical minerals, then creating a faster and more efficient EPBC system is critical," Mr Black said.

"Right now, the status quo is working against Australia, deterring investment and making us a less competitive place to do business - accelerating these reforms in the right way will help shift the dial."

The BCA has long advocated for EPBC reform in line with the Samuel Review, which includes removing duplication and accrediting state and territory decision makers, underpinned by new National Environmental Standards.

"We strongly agree that removing duplication and finding synergies with state and territory environmental laws will be critical to making a more effective system, while new Standards provide clear environmental outcomes", Mr Black said.

"We appreciate the Minister's engagement and ongoing consultation, and the timely release of information will be critical, especially as the Government deliberates on a model for a federal Environment Protection Authority.

An EPA should focus on enforcement, compliance, and assurance, while the Minister, supported by their department, is the best project decision maker, as they can balance environmental impacts with social and economic benefits. This would align with the Samuel Review model."
