The City of Swan is urging the community to dispose of waste responsibly after a large-scale illegal dumping incident in Swan View resulted in penalties for two individuals.
In June 2025, City Rangers responded to a report of an extensive pile of waste dumped in Swan View. The dumped materials covered an area approximately 30 metres long and included a wide range of hazardous items, creating a serious public safety risk.
The location of the dumping, at the cul de sac end of a residential street frequently used by children, heightened the danger to the community. The presence of sharp building materials, pressurised cylinders, and unsecured refrigerators posed significant risks.
The clean-up operation required specialised equipment and significant City resources. In total, three tonnes of waste were removed at a direct cost to the City.
Following an investigation by City Rangers, the materials were traced back to former occupants of a nearby property who were charged under the Litter Act 1979 (WA).
The matter was heard at the Midland Magistrates Court in January 2026. Neither of the accused appeared, and both were convicted in their absence.
The Court imposed a penalty of $800 on each offender in addition to being ordered to pay the City's clean up costs of $2,469 each, and the City's legal costs of $678 each.
In total, $7,894 was ordered to be paid to the City.
The City of Swan welcomes the outcome, which reinforces that illegal dumping is a serious offence with significant consequences. Ensuring a safe and clean environment for all residents remains a priority, and the community is encouraged to report any incidents of illegal dumping to the City.
