More than $5.3 million in vital drainage and water main improvements is being delivered by Council, made possible through State Government funding.
The works are being funded under the 2024–27 Works for Queensland (W4Q) program, administered by the Department of Local Government, Water and Volunteers, and will improve the reliability, safety and performance of essential underground infrastructure across multiple suburbs.
The funding will support three key programs: refurbishment of water main infrastructure, a culvert renewal program, and an underground stormwater renewal program.
Refurbishment of water main infrastructure – $3.5 million
A $3.5 million investment will support the strategic replacement of aging and deteriorating water main infrastructure to reduce breaks, leaks and pipe failures, and improve long-term service reliability.
Water main refurbishment works are being undertaken in Brinsmead, Bayview Heights, Manoora, Brinsmead, Holloways Beach, Bungalow, Earlville, Portsmith, Yorkey's Knob and Bartle Frere.
Culvert renewal program – $1 million
Culverts play a critical role in safely managing water runoff across roads from properties and hillslopes, ultimately discharging water to the ocean.
Funding of $1 million is enabling Council to renew aging culverts to improve water flow and safety, better manage flooding, and protect sensitive ecosystems.
Culvert renewal works are underway in Portsmith, Edge Hill, Gordonvale, Palm Cove, Stratford, Cairns City, Earlville and Kewarra Beach.
Underground stormwater renewal program – $850,000
The underground stormwater drainage network is essential for conveying runoff from roads, properties and hillslopes to waterways and the ocean.
Council has received $850,000 to renew underground stormwater assets, restoring flow efficiency, improving flood immunity, safeguarding public safety, and reducing blockages and ongoing maintenance costs.
Stormwater renewal works are being carried out in Portsmith, Bungalow, Whitfield, Manunda, Trinity Beach, Yorkey's Knob and Edge Hill.

The 2024-27 Works for Queensland (2024-27 W4Q) is a non-competitive, allocation-based funding program by the State Government Department of Local Government, Water and Volunteers.
The aim of the 2024-27 W4Q Grant is to provide funding to eligible councils to deliver infrastructure, planning, maintenance and capability development projects which support essential services, or contribute to community economic development or council sustainability.
