July Council Recap: Floods, First Nations Advisory

Kempsey Shire Council

This month's Council meeting covered a range of important topics, with unanimous support for several motions and robust discussion on others. Here are the highlights:

Mayoral Minutes – Cost Shifting and Condolence Motion

Council unanimously supported a motion to raise awareness of cost shifting from the State and Federal Government to local councils, noting the findings of the LGNSW Cost Shifting report for 2023/24. Councillors agreed to publish the report on Council's website and promote it via social media to ensure community access. A letter will also be sent to the NSW Premier, Treasurer and Minister for Local Government, calling for adequate funding and legislative reform.

Council also extended their sincere condolences to the family and friends of Robert 'Doc' Milligan, recognising his dedication to the trucking industry and the respect he earned across the community for his work ethic, loyalty and mateship.

May 2025 Flood Event – Response and Recovery

Councillors unanimously endorsed a comprehensive report on the May 2025 flood event, commending staff for their exceptional response and recovery efforts. The report and discussion highlighted ongoing advocacy for the community impacted by the flood and the need for further business support. It also noted the need for support to repair damaged council assets, particularly sealed roads, and to ensure we can "build back better."

Formation of the First Nations Advisory Group (FNAG)

Council endorsed the draft Terms of Reference for the proposed First Nations Advisory Group, with numerous councillors expressing support for the group's potential to build trust and inform Council's work for a better future. Expressions of interest and nominations for group members will now be invited and reported to a future meeting of Council, for appointment to the group.

Code of Meeting Practice

Council unanimously agreed to place a revised draft Code of Meeting Practice on public exhibition. The code ensures the council meetings are conducted in a transparent, orderly and effective manner. The draft incorporates amendments discussed in recent councillor workshops, including provisions for public forum speakers to address non-agenda items and ask questions, and requirements for Councillors to report on conferences and seminars attended.
