Kaja Kallas Visits Register Of Damage For Ukraine

Council of Europe

The European Union's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, visited the Register of Damage for Ukraine in The Hague on 23 October.

During the visit, High Representative Kallas met the Register's Executive Director, Markiyan Kliuchkovskyi, and members of his team to discuss the Register's ongoing work and its role as part of the international compensation mechanism.

The Register, which is formally part of the 46-member Council of Europe, serves as a record of the harm and destruction caused by Russia's war of aggression.

The Register is the first part of a comprehensive system to compensate victims which will also include an international claims commission and a future compensation fund.

Individuals, businesses and the Ukrainian state can submit claims to the Register for damage, loss or injury using an innovative web portal and app. The Register has so far received over 200,000 claims in more than 40 different categories.

The EU is a firm supporter of Council of Europe work to ensure accountability for Ukraine

The 27-member European Union has been a longstanding supporter of the Register and broader Council of Europe and international efforts to ensure accountability and compensation for Ukraine.

The EU joined the Register as a founder member in 2023 and has provided important financial support towards its establishment, development and operation.

In December 2025, the EU and 34 states signed the convention establishing an International Claims Commission for Ukraine - the next stage of the international compensation mechanism.

The EU became one of the first signatories to ratify the convention in May 2026, securing its status as a founder member of the claims commission.

Ten states and the EU have so far ratified the convention. The claims commission will enter into being once the convention has been ratified by 25 signatories, as long as the associated financial commitments are sufficient to support the commission's initial work.
