At the February 17, 2026 meeting, Councillors endorsed the decision to duplicate the Bay Trail between Dendy Beach Pavilion and Green Point, separating the trail for cyclists and pedestrians.
With popular sections of the trail attracting up to 42,000 monthly users, the much-needed upgrade of the existing shared, narrow path will significantly improve safety and enhance the trail experience for all users.
Driven by essential safety requirements, the technical engineered trail design solution includes a self-supported, elevated pedestrian boardwalk in areas where the existing narrow path is constrained by the road (Esplanade) and steep embankments.
The trail duplication design also includes improved rest and lookout areas to showcase beautiful vistas of our much-loved bay, and enhanced lighting to support improved visibility in key areas, particularly at intersections and crossing.
This section of the Bay Trail traverses multiple areas of cultural and historic sensitivity, including registered Indigenous places, shell midden sites, and the iconic, Victorian Heritage Registered Brighton Bathing Boxes. The project will reinforce Bayside's identity by creating a meaningful, memorable trail for locals and visitors; and provides the opportunity to celebrate First Nations and non-Indigenous heritage through interpretive and artistic elements.
The project is identified in the endorsed Dendy Street Beach Masterplan and the Dendy Beach Visitor Management Plan, and partial project funding is included in the 2025-26 capital works budget.
Officers are now progressing to detailed design, and project funding is being referred to future capital program discussions. Council will also explore external funding opportunities to deliver this (estimated) $13.3 million legacy project.
Works are anticipated to commence early-2028, with the project expected to take up to 7-months to deliver. Visit the project page
