The Reserve Bank of Australia on 3 September 2026 designated Linfox Armaguard Pty Ltd under the Cash Distribution Framework Act 2026.
The Act commenced on 27 August 2026 and aims to promote access to cash for individuals and businesses in Australia, reflecting the essential role cash continues to play in the economy.
Following designation, Linfox Armaguard is now subject to obligations administered or enforced by the ACCC under the Act, including:
- negotiating in good faith with its customers about a proposed service or access agreement, or a variation to an existing service or access agreement.
- complying with arbitration provisions where parties cannot reach agreement on terms
- retaining records of agreements and providing reports to the ACCC about service agreements and facilities access agreements (including any agreements that were in effect as of designation)
- applying to the ACCC for approval of standard terms.
The ACCC can also make interim directions within the first 24 months of the Act. It can also approve standard agreements and set service-level standards for cash distribution services and facility access.
The ACCC will now consider the exercise and use of its powers and functions under the Act, including the need to support access to cash on affordable and reasonable terms, while taking into account the viability and efficient operation of cash distribution services.
A designated entity can also offer undertakings to the ACCC on matters relating to the Act. The ACCC will consult publicly on any undertakings proposed by Linfox Armaguard.
