Luxembourg, ILO Forge Strategic Partnership for 2026-29

The Government of the Grand Duchy of Luxembourg and the International Labour Organization renewed their partnership on 2 February 2026, signing a new Strategic Partnership Framework for 2026-29.

The ceremony was attended by Georges Ternes, Director for Development Cooperation and Humanitarian Affairs at the Ministry of Foreign and European Affairs, on behalf of the Luxembourg Minister for Development Cooperation and Humanitarian Affairs, and Laura Thompson, Assistant Director-General, on behalf of the ILO Director-General.

Luxembourg is committing €6.8 million for 2026-2029, an increase of €400.000 compared to the previous agreement. At a time of multiplying crises and global uncertainty, Luxembourg stands firm in its commitment to its multilateral partners. To strengthen predictable and flexible financing in support of the ILO's mandate, the partners agreed to channel the contribution through the Regular Budget Supplementary Account (RBSA).

Laura Thompson commended Luxembourg for its global leadership in multilateralism, including its continued commitment to allocating 1 per cent of GNI to development cooperation and humanitarian aid, and highlighted Luxembourg's long-standing collaboration with the ILO, notably through the RBSA, the Social Protection Flagship Programme and country-level projects, for example in Cabo Verde and Rwanda.

Georges Ternes reiterated the importance of development cooperation as an investment in global stability and reaffirmed Luxembourg's support for ongoing reforms of the multilateral system to uphold the principles of multilateralism.

Following the signing ceremony, Luxembourg and the ILO held their Annual Consultation. Discussions covered an update of the ILO's work in the context of UN80, the RBSA, the Global Flagship Programme on Building Social Protection Floors for All, and ongoing projects in Rwanda and Cabo Verde. Both parties agreed to strengthen regular exchanges to further deepen the partnership.

Luxembourg remains committed to implementing the 2030 Agenda for Sustainable Development and to continuing to strengthen its partnership with the ILO in advancing social justice through decent work.
