Mayors Update

The Ordinary Meeting of Council was held on Tuesday 28 June 2022 in Queenstown. The meeting was available to view via LIVE Stream. The meeting was open to the public attendance.

Councilor Gerrity was an apology for the meeting and Councilor Ryan-Sykes left the meeting at 5.48pm.

PUBLIC QUESTION TIME

Chris Newett – Lettes Bay Shack Owner

Asked Council for consideration to explore all options with regard to the no entry signage and barricading on the proposed demolition of the jetties and the heritage infrastructure. He said they have had no feedback from the State Government.

The Mayor advised he has written to the Minister of Parks. Advising the shack owners should work on forming a committee. The Mayor would be willing to meet with the shack owners as a group.

The General Manager said prior to further discussions with stakeholders, the Shack Owners should determine if they as a group are willing to take on the responsibility for the jetties.

Questions Without Notice:

Cr Ryan-Sykes

1. Will the Mayor Pitt meet with the Minister for Heritage, Madeleine Ogilvie MP, on the topic of the Lettes Bay Jetties, as the Lettes Bay Jetties may very well be eligible for heritage protection under the Burra Charter for in-perpetuity protection and also allow community access to heritage remedial funding from both the Commonwealth and State Governments?

Mayor Pitt said that he was told that the Minister of Parks looks after this area. The Mayor is willing to write to the Minister of Heritage.

2. I refer to the letter from the West Coast Recreation Association Inc on page 63 requesting signage related to the endangered Spiky Skate and while I agree with that request I would like to know if Council would also be willing to ensure signage goes up in places where road kills of the endangered Tasmanian Devils have been sighted, namely between Strahan and Zeehan and also for between Zeehan and Rosebery?

The General Manager said the roads are not West Coast Council roads, so they cannot ensure signage will go up.

3. I refer to this link https://apo.org.au/node/32854 which is a literature review of the role of local government in addressing homelessness and ask will Council review how its policies and management practices may negatively impede the wellbeing of the homeless and those at risk of homelessness with a view to possible adopt a Charter of Rights for the Homeless, or a protocol for dealing with the homeless before Council fully disposes of the residential housing stock it owns?

The Mayor said there has been no decision made of the disposal of Council housing stock. The Mayor said that the State Government was currently reviewing state homelessness and suggested that Cr Ryan-Sykes bring the topic to a Workshop at some stage.

4. In relation to the letter sent from Liz Hamer on page 67, will Council be willing to contact the relevant State Minister that handles Forestry matters to organise firewood collection areas that are based somewhere on the West Coast?

The General Manager said the matter was listed on page 67 of the Agenda for Council to provide guidance.

5. Could the Mayor please explain how a State Government commitment of $300,000 towards the long-term 4WD/recreational Vehicle strategy addresses the immediate concerns of having public toilet facilities built at Granville Harbour in relation to the Mayor's letter to Ian Wotherspoon regarding his concerns of having public toilets established at Granville Harbour on page 84?

The General Manager advised the $300,000 does not address the immediate concerns. It is about planning for the future and infrastructure investment for a long-term solution. Council has been working on a temporary toilet solution and working with PWS. These things take some time as there is assessment on such things as aboriginal heritage.

6. I refer to the fact that NAIDOC week commences in first week of July and that my request for a First Nations Flag to be flown on West Coast Council property across the road has not yet been addressed, could you please let me know when this will be addressed?

The First Nations Flag will be flown during NADOIC week in replacement of the WCC flag. The flag is flown in the Council Chambers and would be looked at during the RAP as well.

7.Could Council please detail what contents are used when Council uses roadside sprays in our West Coast community towns?

The question was taken on notice.

8.Could Council provide an update on the status of my email request made on 30 March 2022 as to why Council emails don't have an acknowledgement of country added to them?

The General Manager said Council does not currently have a policy, therefore it was up to individual staff and Councillors if they wished to display an Acknowledge of Country on their emails. Policy would be considered to develop a bespoke Acknowledge of Country through the RAP process, until then we are not able to enforce Acknowledge of County onto staff or Councillor emails.

Witnessing many West Coasters doing it tough, battling rising costs on fuel, food and maintaining a roof over their heads, I question if Council could move to Review their Financial Hardship Policy Covid19, to identify all contemporary support systems are in place to ensure our people are not driven into unmanageable debt or out of their homes?

Council has a Covid-19 policy which could be reviewed for this purpose by Councillors at a Council Workshop.

It was noted that Council does receive complaints from residents about wood heaters, the health and environmental impact. It was determined it was not a Council issue, saying there are options for residents to obtain firewood. A letter of response will be sent advising of relevant stakeholder contacts and energy cost assistance providers.
